During the Three Kingdoms era in China, three major States (Wei, Shu and Wu) contested for the unification of the country with other local warlords and among themselves. The name of the game is the strategic plan given by the adviser of Shu to his King at the place called Long Zhong.

In this game, players can play the roles of one of the three major States or as misc. warlords power. A player can take two actions each turn. The options for the actions include:
1. occupy neutral city;
2. transfer of armies;
3. recruit armies;
4. attack an enemy city; or
5. use a strategy card.

Players would vie for control of different cities on the game board, with their General and Army cards, the exact contents of which are hidden from the view of other players to create a fog of war. The bulk of the game lies in the action of "attack an enemy city", where two players would lay down their Army cards in formation and reveal them at the same to compare the strength and decide the outcome of the battle.

The first player who conquers all other capitals is the winner of the game.
