One player commands the Epirotes, Samnites, Etruscans and Greeks; the other player commands the Romans and Carthaginians.
The Campanians and Mamertines are neutral

Scales: 500 to 2,000 soldiers or 10 elephants or 10 siege weapons or 10 quinqueremes.
