Second, it adapts the races outlined in the Starmada rulebook to Twilight Imperium, giving players the opportunity to decide the future of the Terran Empire, the Arcturan Federation, and the major players in the Starmada universe.
Finally, The Sovereign Stars contains guidelines for linking tactical battles in Starmada with the strategic level of Twilight Imperium, letting players control the destiny of their empires at multiple levels of play.
