With the 3rd player acting as referee, 2 players have 7 action cards and compete to select the correct one which matches one of 41 target cards, e.g. the letter on the postman, the flower for the lady. First to get it right takes the target card, get it wrong and you forfeit the target card.
You win if you get the most target cards, but automatically lose if you play a dumb match, e.g. use the fire extinguisher on a person, fail to use the fire truck on the burning house.
The ref deals the target cards and adjudicates, then plays the winner and so on. Rules in German and English. A good enough speed game, the sort of thing Reinhard Staupe could modernize nicely.

Published earlier under the name "Shock" with different pictures, but people had issues with playing "terrorist", "machine gun" and similar cards.
