You have a board of 5*8 and each player has 20 pieces numbered from 1 to 19 (20= kanto) and are placed randomly and upside down on the board.
In your turn you can turn a piece (so that you see what number is on it) and take a lower numbered piece. The 'kanto' wins from every piece except the number one piece. The 15 wins from the 14 but loses from the 16 and so on. The pieces that are already won, are placed upside down next to the board. So you have to remember which pieces are out of the game.
